Unless I am mistaken (I'm not) the VP does not have the power to order anyone to do anything.
Founders knew that scum like commie Knees Harris would occupy the VP spot so they limited the executive powers to the President. The FF intended to make sure a rogue VP did not usurp the executive branch.
