And it appears the graphic of the person, a jarhead perhaps, is saluting with his left hand that, when I was in the Navy, wasn't allowed unless your right arm was somehow unable to perform a salute. It would seem that today's Navy has a little problem with enemy identification!

Actually the figure is saluting with the correct hand. If you will notice the shape on the waste appears to be a holster an' on the other shoulder is a container for hearing protection. The earplugs container is worn on the left shoulder so that one can reach it with one's right hand.
Of course if the figure was saluting left handed that would be the equivalent of flipping the bird an' considering that it appears that the ship sillouette an' the planes look like Ruskies, well they deserve the disrespect.
