This is scary stuff. Looks to me like there might have been some sort of corruption in the building inspector's office perhaps?

Unfortunately, identification is going to have to be done via DNA analysis. At this time those missing are likely all deceased.

Building was built in 1981.

    As I recall there was a huge amount of drug money filing bank vaults in the 1980's which also translated into a huge amount of construction.

Yep -- 

The basement turned into a salt water swimming pool.
:shock:
 
The salt water got through cracks to corrode the re bar.

The building left standing didn't have the same problem.

Working in the construction industry for over 25 years and in my opinion they will not find "one" thing that caused this. I believe it was a combination of several things.
It doesn't have to necessarily be shoddy construction, sometimes materials themselves can be defective, and it is unlikely that a few visible cracks would have been an indicator
of a collapse of this magnitude. Engineers of buildings of this size take this all into account and have several safeguards built into the design. That doesn't however, mean the
contractor didn't take short cuts or pay off building inspectors ect. I think this was just a perfect storm of a combination of various random failures and land shifting.
