I only had two pieces of vinyl siding trim blow off.
My neighbor had two of his fancy terra cota roof tiles blow off.
Outside of that - just some trash and junk blew around and has to be picked up.

Most likely trustees. California uses trustees too. Particularly when fighting wild land fires (which includes forests).
