Reread the executive summary. This report, from last year, basically said there there aren't enough studies/data (including computer model data) and an actual pandemic with higher compliance may have better results .
There has been several studies this year at a national level and lab settings with Covid19 that clearly shows they do help.

I graduated from SFSU, Biology 1974. We learned in our first round of lab work to use the ventilator / pull down shield. Why? At that point, about 20 minutes in non-stress conditions, there are channels to the surrounding environment. In other words, the moist air sitting inside the mask makes an excellent conduit for whatever is outside the mask.
So, there is nothing new about this mask thing; well, except, it's been politicized as a Dem weapon.
On the other hand, respirators do work if they have the correct filters.

The only thing masks do are to lower the amount of mucous droplets that an infected person spews into the air. Masks don't stop transmissions but they do lower the amount of droplets entering the air therefore lowering the risk....but not eliminating the risk.

Thing is, a virus is not limited to existence inside droplets. A person infected with a respiratory virus, just by breathing in and out, will expel virus that goes right through even multiple layers of cloth. But the final proof is, as usual, in the numbers. Areas that have instilled outright draconian mask mandates have shown NO SIGNIFICANT DIFFERENCE in Covid case loads than areas with minimal or no mask mandates. Once again the NUMBERS do not match the LEFTIST RHETORIC.
