Actually, this kind of nonsense has been going on for forty years. The endless intrusion into our private lives and business by every level of government started way back in the 70's.
For example, we own some "oil property." It's been in the family for a hundred years. The last time it was drilled on (1990's) there were two full time "spotter" watching every movement of the operation. And those operations are BIG.
What were the spotters doing a normal person might query?
Looking for a type of field mouse (mice?) that is considered important to that environment.
