My first thought turns to infrastructure and illegal aliens. maybe the money was shifted elsewhere.

Getting the insurance companies involved would generate thorough investigations. It will be much easier to cover it up if the government pays. The NTSB will do a cursory “investigation” and it will all be swept under the rug.
