     Call me confused but I think this guy has got a "business plan" and wants people to pay him so they too can be like his "Africano" connection and "remodel" abandoned houses.
     There are abandonment laws (taxes not paid) where people pay back taxes for five years and then file to take ownership of said property.  In California at least.


(Yes, I do realize this guy is a criminal talking to other criminals.)
