I think her boss might be telling her to hold onto some of this information in order to 'encourage' certain behaviors from certain individuals. Remember the President does not hold absolute power in a Republic, the Judicial branch is a big problem and there are only slim margins in the Congress and Senate. What's going on behind the scenes is where the real battle is taking place.

Trump’s enemies are legion. Looks to me like probably 90% of our current politicians and NGOs are compromised. Keeping certain information as potential ‘weapons’ when there’s a long battle ahead seems reasonable. Weaken your enemies first, play the long game.
