     Lenin (and Stalin) did the same thing a hundred years ago. Once Lenin (Stalin was his lead henchman) slaughtered his way into power, imprisoned, tortured, and executed tens of thousands of people in large cities he turned his attention to the countryside.
    In the rural areas Lenin took position of all land and property using hacks like the above governor and displaced landowners and their families. People who had worked land for generations who literally kicked off their property and left to die.
